Estonia has the highest incidence of HIV in the European Union.1 The majority of HIV cases in Estonia have been diagnosed in the capital city Tallinn and North-Eastern Estonia. These regions have the highest prevalence of injected drug use in the country.2
Locally, the IT infrastructure is well developed and a government priority in healthcare is to develop patient-centered e-services.3 Combining these factors, solutions that incorporate IT expertise to enhance HIV management could greatly improve adherence and linkage to care.

In the Ministry of Social Affairs there is 0,5 FTE responsible for coordinating, designing and implementing HIV policy. There are only 27 infectionists in the whole country, and in some areas a single infectionist can have over 1000 HIV+ patients.
